LFS Xander/Oz

I don't remember much about the story but the scene that I remember is Xander, Joyce and Cordelia are out at lunch in L.A. and they see Oz who just got back to town. They invite him for lunch and they talk about the boys needing a haircut. Joyce and Cordelia later talk about how they think that Xander has a crush on Oz. Does this sound familiar to anyone?

I'm looking for an older fic that I have only vague images from.  Post NFA (?), definitely post Chosen.  Spike is human and working in  an LA library.  He has no memory of his past and lives over the garage (? in a small apt.) of an older cou[le that befriended him after he became human.  Buffy first finds him in the library. 
Any help would be much appreciated.
