Whistler and Angel confront TPTB for Buffy's life

 Sometime reading one story will bring up the memory of another, older story.  The problem is that I have no idea where to find it.  This takes place I think while Buffy is still a runaway after sending Angel to hell.  Depressed and broken spirited she's stabbed during a fight in an alley (in Los Angeles?),  Angel has just returned from hell and has been looking for her.  He finds her minutes too late.  He angrily confronts TPTB and Whistler backs him up even after being told to keep quiet, telling them that they just put too much on her shoulders, never giving her a break.  Backing down, they give Buffy her life back, as she's being held in Angel's arms.

Remembering another one I'd like to find.  Also during Buffy's runaway period.  This one isn't L.A.  I think she ends up much farther east, maybe close to the coast.  Boston?  Washington?  She runs into Spike and they're living together secretly in the basement of a museum.
