Buffy against the homeowner's association

I read a Spuffy some time ago, but the only thing I can remember about it is that Buffy hates the home owner's association. She puts up lawn ornaments that her neighbor keeps calling the association about trying to get them in trouble, only to get angry at them because they're not breaking any rules. I particularly remember a Flamingo lawn ornament one of the girls names.
