I believe it's set in S2.  Buffy gets turned into a vampire and gets together with Spike.  The watcher's council comes to kill Buffy and Spike kills Quentin Travers on a plane.  I think he breaks his neck, claiming that he's more a veal man.  Any ideas?

It might not be this, but something is pinging about dreamweaver's "Changes". It's a sequel to "Her Way", wherein post-Chosen Buffy travels back to S2 to try again. She doesn't get vamped, but she does take up with Spike and makes alliances with some demon clans, which is enough to bring the Council down on her. Spike breaks Quentin's neck in an airplane hangar, rather than the actual airplane.
